Mobilising Impact Capital for Sustainable Growth in the Democratic Republic of Congo
The National Advisory Board for Impact Investing in the Democratic Republic of Congo (NABII-DRC) is a multi-stakeholder initiative working to mobilise purpose-driven capital at scale to accelerate sustainable economic development in the country.
Supported by partners across finance, government, enterprise and civil society, NABII-DRC aims to build a robust national ecosystem for impact investing, unlocking investment into enterprises and sectors that generate both competitive financial returns and measurable social and environmental outcomes.
Within the 4IP Group portfolio of initiatives, NABII-DRC represents a strategic effort to support the development of impact investment markets across Africa, with a particular focus on the opportunities presented by the Democratic Republic of Congo and the Congo Basin.
The Opportunity
The Democratic Republic of Congo sits at the centre of several major global transitions — including the energy transition, climate stewardship, and sustainable industrialisation.
The country holds significant advantages:
- Vast reserves of critical minerals essential for electric mobility and clean energy technologies
- One of the world’s most important carbon sinks within the Congo Basin
- A large and growing entrepreneurial population
- Expanding diaspora capital and international investor interest
Despite these strengths, many Congolese enterprises face structural barriers to financing. Small and medium-sized businesses often lack access to appropriate capital, while early-stage investment vehicles and risk-sharing mechanisms remain limited.
NABII-DRC addresses these challenges by coordinating capital mobilisation, policy development, enterprise readiness and market infrastructure to create a functioning impact investment ecosystem.
Our Vision
NABII-DRC seeks to mobilise purpose-driven capital to support the development of an inclusive, climate-resilient and investment-ready economy in the Democratic Republic of Congo, anchored in responsible stewardship of the Congo Basin and locally led enterprise growth.
Strategic Focus Areas
The initiative operates through several coordinated workstreams designed to strengthen both the supply of investment capital and the pipeline of investable enterprises.
Diaspora Capital and Circular Migration
Congolese diaspora communities represent a significant source of investment capital, skills and international networks.
NABII-DRC supports mechanisms that connect diaspora investors with domestic enterprises through:
- diaspora investment syndicates and crowdfunding structures
- co-investment opportunities with impact funds
- short-term “returnship” placements enabling diaspora professionals to contribute expertise to local enterprises and institutions.
Faith-Based Impact Investing
Faith-based organisations operate extensive networks of schools, healthcare facilities and social enterprises across the Democratic Republic of Congo.
Through partnerships with church networks and international faith investors, NABII-DRC supports the development of faith-driven enterprises and values-aligned investment vehicles that strengthen social services and ethical supply chains.
SME Finance and Banking Innovation
Access to finance remains one of the primary barriers to growth for Congolese small and medium-sized enterprises.
NABII-DRC collaborates with banks and financial institutions to expand SME financing through:
- credit guarantee mechanisms
- improved risk analytics and sector-specific lending tools
- cooperative finance models designed to reach underserved entrepreneurs.
Institutional Investors and Long-Term Capital
Domestic institutional investors — including pension funds and insurance companies — play a critical role in building sustainable capital markets.
The initiative supports mechanisms that encourage institutional participation in impact investing while exploring the potential development of a rules-based sovereign wealth framework capable of anchoring long-term domestic investment strategies.
Sustainable Value Chains and Industrialisation
NABII-DRC supports investment into sectors that can drive industrial development and increase domestic value creation.
Priority opportunities include:
- battery and electric vehicle supply chains
- agro-processing and agricultural value chains
- pharmaceutical manufacturing
- responsible artisanal mining and ethical mineral supply chains.
These investments support both economic diversification and export competitiveness.
Policy and Market Development
A strong enabling environment is essential for sustainable investment markets.
NABII-DRC works with policymakers to integrate impact investing into national economic planning, develop supportive regulatory frameworks and improve transparency and impact measurement standards across the investment ecosystem.
Congo Basin Climate Finance
The Congo Basin represents one of the world’s most important natural assets.
NABII-DRC supports investment in climate and nature-based solutions that promote:
- deforestation-free value chains
- renewable energy projects
- sustainable forestry and agroforestry initiatives
- carbon finance models that ensure fair benefit-sharing with local communities.
Impact Ambitions
Over its initial implementation period, NABII-DRC aims to catalyse substantial investment and measurable development outcomes, including:
- Mobilising hundreds of millions of dollars in impact investment capital
- Anchoring new investment funds and financing facilities dedicated to the Congolese market
- Supporting the development of hundreds of investment-ready enterprises
- Expanding access to finance for small and medium-sized businesses
- Strengthening sustainable value chains and climate-positive investments across the Congo Basin.
